Project Study Report (PSR) - September 2025
September 2025 marks the completion of Phase 1 of the SR99 Briggsmore Avenue/Carpenter Road Interchange Improvements Project with the release of the Project Study Report (PSR). After conducting the community workshop in February 2025 and engaging extensively with project stakeholders and property owners, the project team incorporated their feedback into the PSR, which is now available to the public.
The objectives of Phase 1 included:

Establishing the project's purpose and necessity (such as improving safety, reducing congestion

Providing dedicated pathways for bicycles and pedestrians, and offering modern facilities for transit and electric vehicles), conceptualizing viable alternatives to address these challenges

Identifying funding sources to assess project feasibility.
Looking ahead, the City is starting Phase 2, expected to last 18 months to 2 years. This phase will evaluate the environmental impacts of the alternatives from Phase 1 and develop a preferred option for the SR99 Briggsmore Avenue/Carpenter Road Interchange Improvements Project.
